Hurricane Protection Program
The US Army Corps of Engineers, Norfolk District implemented the Virginia Beach Hurricane Protection Program to save the surrounding localities and the Commonwealth millions of dollars during storm events and improves the quality of life of residents for generations to come. The project included nearly four miles of seawall from Rudee Inlet to 58th Street, which was completed in 2000, and the construction of a higher and wider beach as well as the strengthening of the dune system from 58th Street to 89th Street, which were completed in 2002. The project also includes periodic beach replenishment continuing over the next 50 years.
MOCA provided cost engineering support to the USACE for the maintenance and repairs of the infrastructure to assure continued effective operation of the pump stations and ocean outfalls, which is critical to prevent flooding from rainfall in the oceanfront area. The 42nd Street pump station pumps stormwater from the oceanfront area between 28th Street and 55th Street through four 48-inch concrete outfall pipes, which terminate at the outfall structure approximately 2,000 feet offshore. With support from MOCA, the USACE Norfolk successfully contracted and completed work in a short window of time to avoid flooding and electricity outages, and made the area safer.
