Keesler Air Force Base Hurricane Katrina Reconstruction

Hurricane Katrina devastated a wide area from New Orleans across the Mississippi Gulf Coast, including Keesler Air Force Base. Homeland Security Secretary Michael Chertoff described the aftermath of Hurricane Katrina as “probably the worst catastrophe, or set of catastrophes” in the country’s history. To reconstruct Keesler AFB, new construction was estimated at over $600 million including the largest military family housing (MFH) program in the Air Force’s history.

The Air Force Center for Engineering and Environment (AFCEE) hired MOCA Systems as a contractor to provide professional services in support of the $290 million MFH program to construct 1,100 new housing units across six different areas on the military base. MOCA provided services throughout the program lifecycle based on our proven approach to augment professional expertise with advanced technology to deliver results.

MOCA helped the AFCEE re-budget and phase the program to remove risk and cost premiums, prepare the design-build RFP, award the contract within 1% of estimate, and provide earned value management and construction oversight. The contractor is completing the program on-time and within-budget.
