Guam Military Build-up
Guam is the furthest west US territory for military basing in the Pacific and will serve as the nation’s first line of defense – or “tip of the spear”. The DoD and Government of Japan are investing an estimated $15 billion in Guam – one of the largest movements of military assets in decades. As part of the Defense Policy Review Initiative (DPRI), the Guam population of 171,000 is expected to triple including the redeployment of 8,000 Marines from Okinawa, Japan.
The Navy Facilities Engineering Command (NAVFAC), Pacific established a Joint Program Management Office (JPMO) in Honolulu, Hawaii to manage the programming, design and execution of the Guam Military Build-up consisting of over 200 individual facility and infrastructure projects totaling over $15 billion over the next 10 years.
As part of the Guam JPMO, NAVFAC Pacific hired MOCA Systems as part of the PPMDS joint venture to lead the cost and schedule management of the Guam military build-up program. MOCA has augmented the JPMO staff onsite to provide master integrated schedule and cost engineering management support throughout the program lifecycle based on a detailed economic understanding and construction simulation of the Guam construction market.
