The basic principles of an earned value management system (EVMS) are inherent in good business practices and program management systems. However, the EVMS guidelines established by ANSI/EAI Standard 748 and directed by the Office of Management and Budget (OMB) require a more intensive approach to the integration of cost, schedule and technical aspects of the work. EVMS combines these into a detailed work plan; assigns authority and responsibility at the work performance level; and provides the disciplined analysis, maintenance, and updates to the plan in a timely manner.
