Project Management Office
Our clients establish Program Management Offices (PMO) on complex programs with multiple projects, challenging requirements, and numerous stakeholders to serve as the single point of contact and improve coordination and effectiveness. Integrated Project Delivery
Integrated Project Delivery (IPD) is emerging as a way to organize teams to achieve lean construction and reduce costs, improve productivity, and enhance collaboration. Our project and construction managers offer expertise in IPD including the AIA guides, joint agreements, collaborate decision-making, and risk sharing. Additionally, our use of BIM and construction simulation technologies to create a virtual model-based design and schedule forms the basis for improved efficiency throughout the program lifecycle.
Cost Engineering (Program Controls)
It is well documented that there exists significant waste throughout the capital program lifecycle through rework, coordination errors, wasted material, labor inefficiencies and other problems. Our certified cost engineers and consultants have extensive expertise preparing cost estimates throughout all phases of the program lifecycle and are best in class at accuracy – averaging less than 5% variance from awarded bids. More importantly, our proprietary construction simulation technology providesour clients with a unique program control capability that enables them to extract significant waste and greatly improve their on-time and within-budget performance.
Constructability Reviews & Analysis
It is through the multidisciplinary constructability review that our clients test their approach and verify that the potential for errors, change orders and claims has been clearly identified and resolved. Our construction professionals perform detailed constructability reviews to analyze and assess the feasibility of the construction plan. They assess all aspects of the project, including project and design documents; local market and project site conditions; operational, safety and quality control requirements; and productivity factors. Coupling this rigorous approach with construction simulation technology, we identify all cost and schedule requirements at the earliest stages of programming and planning.
Value Engineering
With experienced and knowledgeable personnel working during the early project phases, value engineering is a cost efficient way to meet project goals without loss of essential functionality. We provide comprehensive value engineering services - from conducting traditional value studies to facilitation services and partnership workshops. By engaging in a broad and rigorous application of value engineering methodology, we integrate stakeholders and contractors in a process to identify cost savings and implement changes in a prompt and cost effective manner.
Scheduling
The creation and adherence to project schedules are the cornerstones of consistent project performance. Similarly, deep technical expertise in project execution scheduling has been the cornerstone of MOCA’s success. Our scheduling experts trained and certified in Primavera, Microsoft Project and MOCABuild use industry best practices for activity definition, logical relationships, and critical path methodology. Through the use of our proprietary construction simulation technology, we develop detailed and verifiable resource-loaded schedules that identify risks, peak labor spikes and required durations to optimize sequencing and meet challenging milestones and end dates.
Earned Value Management
The basic principles of an earned value management system (EVMS) are inherent in good business practices and program management systems. However, the EVMS guidelines established by ANSI/EAI Standard 748 and directed by the Office of Management and Budget (OMB) require a more intensive approach to the integration of cost, schedule and technical aspects of the work. EVMS combines these into a detailed work plan; assigns authority and responsibility at the work performance level; and provides the disciplined analysis, maintenance, and updates to the plan in a timely manner. Our EVM experts develop and manage EVMS that are compliant with ANSI/EAI Standard 748 and validate EVMS developed by the construction contractor. Through construction simulation, our team automates the creation of compliant EVMS baselines to greatly improve the schedule accuracy and monthly performance reporting – even in the project’s earliest stages.
Construction Inspection & Oversight
Because our clients require a range of construction inspection and oversight services, we tailor our on-site support based on specific needs. Our construction professionals have proven experience insuring the process, materials, and methods employed by the contractor are of acceptable quality, in compliance with the contract documents, and within budget. Many possess multiple certifications and are multi-disciplined to provide efficiencies in cost and time across a project. We arrange for required tests and off-site improvements, identify and resolve construction issues, and help to insure that quality facilities and infrastructure systems are delivered in a safe and cost effective manner.
Progress Audits, Monitoring and Payment Control
To ensure that work generally conforms to the construction contract and the integrity of the design concept as reflected in the construction contract, our construction professionals conduct formal monthly progress audits. We receive and review the contractor’s request for payment, pending changes, and all material issues relating to cost and time for completion of construction to ensure the request reflects actual progress on-site. Our clients rely on our ability to both provide defendable recommendations for the amount to pay under the terms of the contract, and to effectively resolve issues to help maintain expected progress.
Trending and Recovery Options
Because the construction of facilities and infrastructure systems is a complex discipline that requires flexibility and real-time adjustment to on-site events to maintain schedule, our clients know the value in trending progress. At MOCA, we have proven to substantially reduce risk of project slippage by validating progress against the baseline schedule, documenting actual trending, and forecasting revised completion dates. With our construction simulation technology, we identify critical issues early in the project and define potential recovery options with quantifiable cost/schedule impacts and adjusted means and methods to meet schedule deadlines while requiring limited additional labor or equipment cost premiums.
Claims and Dispute Resolution
Avoiding claims and disputes through effective communication and fair and equitable decisions based on accurate knowledge of the on-site conditions is the ultimate objective. Our unique program controls greatly help to mitigate the risk of claims and disputes through verifiable constructability information. Because claims and change orders do occur, however, we employ experienced construction claims and change order analysts who have specific technical experience in the evaluation and management of construction claims and recovery relating to cost, schedule and quality. We are astute at keeping the big picture while developing quantifiable cost and schedule impact analyses, and help our clients through negotiations to final resolution.
