Harford County, Maryland (2007 – 2011)
Under the Base Realignment and Closure (BRAC) directive, the Department of Defense invested more than $1.1 billion in construction at Aberdeen Proving Ground for the new Army Team Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) center. The C4ISR Team was transferred from Fort Monmouth, New Jersey to Aberdeen Proving Ground and the federal government hired more than 4,000 civilian employees during this transfer.
